  7. Assistance for purchase of aids and appliances: The Physically handicapped persons are given financial assistance for purchase of aids and appliances as are necessary to increase their mobility. The quantum of assistance is given below:

  5. Disability Pension/Social Security Pension:Old age pension is provided @ Rs.60/–p.m. to Physically Handicapped Persons whose age is 55 years and above.

  6. Bus Concession: Free for disabled students in private and Government buses and 50% concession is provided for escorts of eligible handicapped persons.
    Director, Social Welfare issues photo identity card to the handicapped for availing this facility.

  7. Assistance for self employment: Financial assistance upto Rs.5000/– per beneficiary is provided to disabled persons for various economic activities on 25% subsidy. Remaining 75% is provided as interest free loan. Annual income from all sources of the applicant should be less than or equal to Rs.6000/– Assistance is provided for the following five

Gujarat

    1. Government Jobs: 4% of Government jobs of Class III & IV posts are reserved for the physically handicapped persons.
    2. Educational Institutions: 4% seats are reserved in apprenticeship course.
    3. Housing board: 3% quota is reserved for all categories of handicapped in the houses constructed by Gujarat Housing Board.

  3. Age relaxation:The upper age limit is relaxed by 10 years for handicapped persons for applying in the Government Jobs.

  4. Scholarship/stipend:Disabled students of class I to VIII, whose family income is less than Rs.10000/– p.a. are given Rs.500/– p.a as scholarship.

  5. Disability Pension/Social Security Pension: Disabled persons get Rs.120 p.m. as disability pension as per the following criteria.
    • Age – More than 45 yrs.
    • Family income – Less than Rs.4,500
    • Individual income – Less than Rs.2,200>
    • Disability – More than 75%

  6. Conveyance Allowance: Physically handicapped employees get conveyance allowance @ 10% of their basic pay, limited to Rs.100/– p.m.

  7. Bus Concession: Gujarat State Transport Corporation has given 100% concession to the blind & their escorts in State buses. Other categories of disabled are also provided 100% concession and 50% concession to their escorts.

  8. Assistance for Self Employment: Financial assistance upto Rs.1500/– are provided to the disabled to purchase vocation equipment such as – Sewing machine, ambar charkha, musical instrument etc. The cases of physically handicapped are recommended to nationalised bank for taking loan for self employment.   9. Awards/Sports/Seminars: Two types of awards one for the best Institution and other for best individual are given by the State Government The details of which are as follows:
    1. Institutions Award – First winner institution is awarded Rs.25,000/– and a certificate every year, while the second winner institution is awarded Rs.15,000/– and a certificate every year.
    2. Individual Award – First winner is award Rs.10,000/– and a certificate every year, while the second winner is awarded Rs.5,000/– and a certificate every year.

  10. Exemption in professional tax/road tax: Physically handicapped persons has been exempted from paying professional tax by State Government.

  11. Assistance for purchase of aids & appliances: The State Government has implemented the scheme of financial assistance for purchase of rehabilitation aids and vocational equipment such as tricycles, hearing aids, sewing machine, ambar charkha, musical instrument etc. The age limit is 5 to 50 years and family income limit is less than Rs.10,000/– per annum. Financial assistance upto Rs.1,500/–is provided under this scheme.

  12. Other concessions/Facilities:
    1. Teachers training programme for: blind, deaf &dumb and mentally retarded are being conducted. During training period they get Rs.75/– p.m.
    2. Government enacted a legislation reserving 1% posts for disabled person in factories employing more than 200 workers.
    3. The Ahmedabad Mill Owner's Association has made an agreement with Textile Labor Association, Ahmedabad for appointing at least 3 blind workers in each Textile Mill.

Goa

    1. Stipend: The State Government gives stipend to the disabled students from Class I to Class VIII at the following rates. The said scheme has been revised during the year 1996–97. The revised rates are as follows:

  5. Disability Pension/Social Security Pension: Old age pension @ Rs.100/– p.m is given to the disabled as per the following criteria:
    • Age – 60 year & above
    • Per capita income – Rs.60/– p.m.
    • Family income – Rs.500/– p.m.

  6. Unemployment Allowance: Disabled persons who are registered in employment exchange get unemployment allowance @ Rs.100/– p.m. to Rs.500/–p.m as per their qualification. The income limit for eligibility is Rs.25,000/– p.a. The scheme has been approved by the Government and likely to be implemented from the next financial year.

  7. Conveyance Allowance: Disabled Government employees get conveyance allowance @ 5% of the basic or Rs.100/– p.m. whichever is less.

  8. Bus Concession: Free for disabled students in private and Government Buses and 50% concession is provided for escorts of eligible handicapped persons. 50% Bus fare concession is available to other handicapped persons (Those who are not students). Director, Social Welfare Department, Goa issue photo identity card to the handicapped for availing this facility.

  9. Assistance for self employment: Under this scheme, financial assistance from Rs.5000/– to Rs.15,000/– is given to the disabled for carrying out the following activities.
    1. Cycle shop/Scooter shop: Rs.5,000/– is provided for cycle shop and Rs.10,000/– are provided for Scooter repair shop.
    2. Tailoring shop: Rs.5000/– is provided for purchase of sewing machine and Rs.10,000/– for tailoring shop.
    3. Purchase of type writer: Rs.10,000/– are provided for purchase of typewriter.
    4. Cottage industries: Rs.15,000/– can be given under this unit.
    5. Setting of kiosks: Rs.15,000/– can be given under this unit.
    6. Barber's shop/Beauty Saloon: Rs.15,000/– can be provided under this unit.
    7. Establishment of Pay Phone: Rs.15,000/– can be provided under this unit.
    8. Undertaking Skilled Work/Trades: Rs.15,000/– can be given under this unit. Out of which 25% subsidy and 75% loan to be recovered in 10 years without interest.

  10. Award for Marriage with a handicapped person: A new scheme has been introduced from the year 1995–96. The objective of the scheme is to encourage normal persons to accept a handicapped person as a life partner. The quantum of assistance is Rs.15,000/–

  11. Assistance for purchase of aids & appliances: Under this scheme Aids & Appliances like hearing aids, artificial limbs, shoes, wheel chairs, tricycle etc. are provided to the disabled persons by the Central Government as the scheme is Centrally Sponsored and the same is being implemented through the Organisation “Caritas Goa” which recognized by the Ministry of Social Justice and Empowerment, Govt. of India for the purpose.

  12. Grant of Assistance to an Institution for projects concerning Detection, Intervention and Prevention of disability and Rehabilitation of Persons with Disability. Under the scheme the grant of assistance will be provided, the amount of which will not be less than Rs.20,000/– and more than Rs.2,00,000/–

  13. Financial Assistance to the Person with severe Disability: Under the scheme a person with severe disability is granted financial assistance of Rs.20,000/– to be deposited in State Bank of India in the name of Director of Social Welfare and beneficiary. The beneficiary will get quarterly interest for 10 yeaRs.After completion of 10 years the amount of Rs.20,000/– is transferred to the beneficiary permanently. Eligibility for Scheme benefit is income limit of Rs.25,000/– p.a. and 100% disability.

  14. Other Concessions:
    1. Free Ferry travel for handicapped students where as 50% ferry concession to other handicapped (not students)
    2. Sales tax exemption on all equipments (up to Rs.30.000/–) which are required for self employment or for the use towards disability of the handicapped.
    3. Disabled persons having 40% and above disability are issued free identity cards.

Lakshadweep

  5. Disability pension/Social Security Pension: Disability pension of Rs.100 P.M. is given to the destitute of 60 years & above whose monthly income is less than Rs.100/–p.m.

  6. Assistance for self employment: Handicapped persons get assistance for self employment For details pl. refer the list. (Appendix–A)

  7. Exemption in professional tax/road tax: Disabled persons are exempted from paying professional tax/road tax.

  8. Assistance for purchase of aids & appliances: 90% assistance is provided to the persons whose family income is upto Rs.200 P.M. 75% assistance is provided to those whose income is between Rs.201 to Rs.400 and 50% assistance is provided to those whose family income is between Rs.401 to Rs.1000/–

  9. Other Concessions: Free supply of tricycle, wheel chair, hearing aids etc. to handicapped persons. There is a proposal to distribute motorized try–wheeler and concessions on ships/boats etc. for the journey of the handicapped persons between the island and mainland.

    Regular medical camps especially for disabled persons are being conducted by bringing experts from the mainland.

Maharashtra

  2. Reservation in
    1. GovernmentJOB: 3% reservation in Government job for physically handicapped person in Gr. lsquo; C’ & ‘ D’ posts.
      The State government has decided that one percent vacancy of each for the blind, the deaf and the Orthopaedically handicapped in Class III and Class IV services of Government and comparable posts in the Public Sector Undertakings and local bodies to be filled in by Directorate of Recruitment in any office should be reserved for being filled in by these persons.
      O/I – Social Welfare, Cultural Affairs, Sports & Tourism Department.
    2. Educational Institution: 2% seats are reserved for handicapped for extension programme like short term courses in the following:
      • Mental Retardation
      • Awareness programme (pertaining to all disabilities and rehabilitation)
      • Learning disability
      • 1% seat is reserved for handicapped for admission in technical Institutions.


  3. Age relaxation: The upper age limit is relaxed up to 45 years for handicapped persons for applying in Government jobs.

  4. Scholarship/Stipend: The State Government awards Rs.30/– p.m. as scholarship to those handicapped students from Class I to VIII whose family income is less than Rs.4,800/– p.m.
    A certificate of at least 40% disability required to be eligible for the scholarship.

  5. Maintenance Allowance/Scholarship(through Institutions/NGOs)
    Disabled persons whose age is 55 years and above get maintenance allowance grant through NGO's @ Rs.125/– p.m.

  6. Un–employment allowance: Unemployed graduates are sent to work with Government officers and given Rs.100/– for 15 days. They have to work for 4 hours per day.

  7. Conveyance allowance: Government employees get 5% of the basic or Rs.100 p.m. max. as conveyance allowance for attending office.

  8. Bus Concession: State transport is giving 75% concession in bus fares to blind, deaf and Orthopaedicaly Handicapped students and persons and 50% concession to their attendants.

  9. Assistance for self employment: The maximum assistance admissible under this scheme shall be Rs.500/– per beneficiary. In exceptional types of trades such as armature, winding, book binding, sheet metal work etc. for which the material of equipment required is much expensive, the ceiling of financial assistance may be raised up to a maximum of Rs.1000/– per beneficiary.
    Financial assistance up to Rs.1000 is given to the trained disabled person.
    Officer–Director of Social Welfare, Maharashtra, Pune – 1
    A Margin money scheme is implemented by State Government for starting self employment by disabled persons. Project upto Rs.25,000/– are considered for financial assistance. Out of this 80% will be Bank Loan and 20% (Limited to Rs.5000/–) is the subsidy from the State Government.

  10. Awards/Sports/Seminars: State Government gives awards to disabled for the excellent work done by them to those who fail to get National Awards by Central Government

  11. Exemption in Professional/road tax: Physically handicapped persons are totally exempted from paying professional tax from 1987–88. Physically handicapped persons are also exempted from paying road tax.

  12. Assistance for purchase of aids and appliances: Handicapped persons whose income is upto Rs.1,500/– p.m. are entitled to 100% grant on aids and appliances, for those whose income is between Rs.1,501/– to Rs.2,000/– are entitled 50% assistance. The maximum limit of assistance for aids and appliances is Rs.3,000/–. Handicapped persons are also eligible for Rs.150/– as conveyance allowance and Rs.10/– for lodging and boarding per day upto maximum of Rs.100/– for attending rehabilitation camps for aids and appliances.

  13. Other concessions:
    1. Relaxation in typing qualification: Relaxation in typing qualification for appointment to clerical post mandatory for MPSC.
    2. Margin money– Margin money provided to the disabled up to the maximum cost of the project Rs.25,000/–. Out of this 80% is bank loan and 20% is subsidy being provided by the State Government i.e. Rs.5000/–
    3. Government Quarter: Disabled get preference in allotment of Government Quarter.
    4. Extra timing in exam: Deaf, dumb, blind and physically handicapped students get extra 30 minutes time in the secondary and Higher Secondary Examinations. The above categories students are provided a Writer if necessary at the time of examination whose arrangement is done by the board.
    5. Spastics students are given extra 2 hours to solve the questions. They have options to write or type. Writer facility is also allowed.
    6. Exemption from drawing figures/graphs.
      Blind, spastics and physically handicapped students get exemption in drawing figures/graphs in examination.
    7. Facility extended by Mumbai University:
      Handicapped students could avail of the correspondence course facility even for science through correspondence. Writers allowed in examinations and an extra time upto 3 hours is given in each paper.
    8. Merit award to disabled S.Sc and H.Sc students: Rs.100/– is granted to meritorious handicapped students. 3 students covered every year.
    9. 10% reservation is made for handicapped for employment in milk distribution centers.
    10. Handicapped persons get priority in the sanction of controlled shops.
    11. 3 Residential schools for the orthopaedically handicapped are set up at Nagpur, Aurangabad and Miraj.
