An autonomous Institute under the Ministry of Social Justice and Empowerment,
Government of India, New Delhi.
Short title, Extent & Commencement
This manual may be called "Manual Showing Powers and Duties of Officers and Employees of Ali Yavar Jung National Institute For The Hearing Handicapped, Mumbai".
These powers and duties extend to the whole of the National Institute for the Hearing Handicapped, Mumbai and its employees including the staff in the Regional Centres of the Institute.
The Powers and Duties of the Officers and Employees have been derived by virtue of the delegated powers assigned to the Director by the Executive Council of the Ali Yavar Jung National Institute for the Hearing Handicapped, Mumbai.
The Powers and Duties of the Officers and Employees have been further re-delegated by the Executive Council of the Ali Yavar Jung National Institute for the Hearing Handicapped, Mumbai to Deputy Director (Technical), Deputy Director (Administration), Accounts Officer and Assistant Directors of Regional Centres of Ali Yavar Jung National Institute for the Hearing Handicapped established at Northern Regional Centre, New Delhi, Eastern Regional Centre, Kolkata, Southern Regional Centre, Secunderabad and Training Centre for the Teachers of the Deaf, Bhubaneshwar, Orissa.
The powers and duties of the Principal (In charge) of the Training Centre for the Adult Deaf functioning in the re-located Boys Town premises Jahanuma, Hyderabad have been re-delegated to the Principal In charge in view of transfer of administrative control of TCAD, Hyderabad to AYJNIHH, Mumbai w.e.f. 22/10/2002.
The delegations of powers and duties have been made as per provisions contained in GFR wherever applicable (Delegation of Financial Power Rules).
The Institute an autonomous apex body registered under the Society’s registration act 1860, having its registration No.S/12840, 1982 (Delhi) functioning under the Ministry of Social Justice & Empowerment, Government of India, New Delhi has its Memorandum of Article of Association and Rules and Regulations and Bye-laws deriving specific powers, duties and responsibilities based on which the delegated powers and duties have been assigned to its Officers and Employees.
The delegated powers of the Director AYJNIHH, Mumbai as Head of the Institution have been approved and authorized by the Executive Council, the Administrative body of the Institute.
The duties and responsibilities of the Officers and Employees have been specifically laid down by the Executive Council where the hierarchal provisions of functioning of an Institute having service oriented activities along with manpower development, socio-economic rehabilitation, outreach and extension services and Information & Documentation as major activities of the Institute. The following are the Departments & Sections that carry out specific programmes and activities and duties and responsibilities have been assigned to the concerned Departments/Sections as under:

The Deputy Director (Technical) controls the overall functionary of the technical departments under the supervision of the Director. The Deputy Director (Administration) supervises the administrative sections viz. Accounts Section, Stores Section, Establishment Section, NGO and Maintenance Cell.
The Academic Cell with overall liaison work for the Man power development and training with various Universities, to which the Institute has affiliation for the Post-graduate and Graduate level courses and RCI for the Diploma level courses functions under the Deputy Director (Technical) for providing admission to courses, conduct examinations, issue of certificates.
The Academic Cell conducts examination for the courses run by NGOs throughout the country under the RCI affiliation and declares results on behalf of RCI.

- Academic activities such as supervision of classroom teaching, planning, clinical evaluation, student performance, theory examination, viva connection etc. Developing course curriculum in the field.
- Installation of equipments and development of measurement procedures suitable for Indian condition.
- Planning research and developmental activity in the field and interdisciplinary areas.
- Clinical work in terms of counseling and development of proformas and procedures for assessment.

- Computerization of all the activities of AYJNIHH and Regional Centres of AYJNIHH
- Provide technical support for over all development of regional centers including library.
- Updating the data on Institutions working for the hearing impaired persons in India.
- Maintenance of the Institute’s website and its regular up-gradation.
- Update information on computer systems available in the Institute and its maintenance and provide software support to all the departments and sections and also regional centers of AYJNIHH.
- Digitalization of clinical data of AYJNIHH Mumbai, and maintaining its statistics
- Registration of New cases and Follow–up cases and collection of various clinical service charges and to deposit the same to cashier and maintenance of its statistics.
- Maintenance of all case files of clients treated at this Institute.

Mass Media Officer
- Preparing proposals, budgeting, planning, coordinating & completing research projects on development of awareness materials within fixed time & carrying out systematic campaigns to popularize a symbol of hope.
- Organizing publication materials workshops, seminar materials, etc.
- Planning and development of film, T.V., Sports, slideshows
- Design and editing the Institute newsletter, Editing of various publication materials
- To see the Preparation, distribution and display of visual materials at workshops, camps, exhibitions, etc. Liaison & correspondence, etc. related work with media, Collection & analysis of existing material
- Compilation of questionnaires to assess reactions on materials prepared.
- Field-testing of materials prepared, Analysis of feedback, reaction and planning of suitable modification.

Lecturer/Speech
- Training, giving orientation of the clinical activities to the students when they commence their clinical postings.
- Giving demonstrations and explanations of the various tests used for assessing verbal language, articulation, fluency, voice and reading and writing language for F.Y.BASLP, S.Y.BASLP, T.Y.BASLP, B.Ed and M.Ed. students (for B.Ed. and M.Ed. students tests related to Language and Articulation) as well as to conduct experiments.
- Evaluating/assessing clients and conducting individual sessions for purposes of demonstration to F.Y.BASLP
- Supervision of students during their diagnostic and therapeutic posting. i.e. giving guidance to the students when they are assessing the clientele, making therapy plans for their clients.
- Evaluating the students when they implement the plans-developing clinical skills of students.
Maintenance of Clinic and Audiology Lab:
- Checking and maintaining a stock of the various tests and proformas used for assessment and therapy.
- Maintenance and follow up of the various instruments, their functioning, their wear and tear (some of them independently; those in the speech science lab with a faculty).
- Maintaining and checking the clinical records of the students F.Y. BASLP, S.Y.BASLP,
- T.Y.BASLP, M.Ed., M.ASLP (I & II).
- Checking whether their requirements are completed.
- Arranging for issuing their clinical experience certificates.
During Vacations:
- Arranging for group therapies for clients having Hearing Impairment, Cleft Lip and Palate, Stuttering, Autism and Mental Retardation.
- Arranging educational visits for students to various institutes and accompanying them.
- Arranging for and/or orienting the visitors to various activities of department.

Computer Programmer
- Software development – System study, design, development, implementation and initial training to the users
- Modification/changes required in existing packages as and when needed.

- Ensuing proper maintenance of hardware & software of all the systems through Contract Maintenance.
- Initiating computerization of new areas.
- Taking care of Computer Training to the HI in terms of guiding the instructors and assessing the performance of students and taking care of hardware and software requirements of the course.
- Computer training & assistance to the staff as and when needed or as per request based on work requirement.
- Internet usage monitoring and user guidance
- System Administration of all the servers available in Computer Centre and ISL Cell.
- Generating Statistical reports and Information retrieval from database.
- Guiding in data processing work and generating reports as and when needed.

Extension Service Officer (Outreach & Extension Services)
- To organize diagnostic and follow up camps in various part of the country.
- To distribute hearing aids and ear moulds to the identified beneficiaries at camps
- To process applications received from NGOs for grant-in-aid for pre-schools and service centers
- Compilation of ADIP scheme beneficiaries and submission to the Ministry
- Working as a Nodal Officer (Technical) for DDRCs run by NIHH
- To organize awareness programmes/workshop
Rehabilitation Officer
- To draw up the annual action plan in the field of socio-economic rehabilitation.
- To organize workshops and seminars for the Employers of public and private sectors towards the socio-economic rehabilitation of the hearing impaired.
- To create public awareness on potentials & employability of the hearing handicapped.
- To maintain liaison with the industries and training institutes for training and placement of the hearing handicapped.
- Counsel & motivate the employers to enhance employment prospects of the hearing impaired.
- To evolve strategies for placement of the hearing impaired and carry out post placement analysis.
- To review the performance of the clients during the training period.
- To explore and ensure employment and/or self employment prospects in the unconventional areas particularly in the agro-based rural trades.
- To identify and encourage viable NGOs for starting collaborative vocational training programme with AYJNIHH.
- To monitor, guide and provide necessary input to the collaborative organizations in implementing the training programme.
- To develop the Course Curriculum and conduct academic programme in the area of disability rehabilitation.
- To develop training module of different trades for the hearing handicapped and identify the training institutes where the modules could be replicated.
- To author articles/research papers and get them published in the reputed journals.
- Prepare projects and get the funding from the Institute and other agencies and to ensure that those projects are completed in time.
Clinical Supervisor/Audiology
- Training and giving orientation of the clinical activities to the students when they commence their clinical postings.

- Paper presentation and demonstration of tools and tests for/at workshops/ seminars.
- Delegation of orientation lectures to trainees from other professional courses e.g. OT/PT medicine etc. from other organizations to the Clinical Assistants.
- Preparation of handouts, booklets and other literature for various target groups.

- Helping in various capacities in the organizational aspects of departmental functioning.

Lab. Assistant, Academic Cell
The overall number of students studying at the Institute during an academic year is around 250, and the Academic Section handles all the administrative works. They are:
- Issue of application forms and prospectus, sale of application forms, receiving of application forms.
- Issue of Railway concession forms to the students.
- Once the admission process is completed, the originals are put in order so that the same can be sent to the Universities (University of Mumbai and Maharashtra University of Health Sciences, Nasik) for confirmation of the students eligibility, enrollment.
- University matters like follow–up on affiliations, payment of affiliation fees, enrollment, eligibility, sports and other fees from time to time.
- Sending of examination forms of the students to the University. This also includes students who would be appearing at the supplementary exams as well as the casual batches.

- Regular starting of a 40 ton package A/c unit in the Institute ‘A‘ wing and checking the proper function of the package A/c units and its Control Panels and Cooling tower.

- Maintenance of all water coolers (8 Nos.) in the Institute done by the Service Agents.
- Daily starting and switching of a 13–passenger lift and its smooth functioning.
