ADIP SCHEME
(Modified vide Lr No.4–186/2004–DD–I(NGO) dated 19th May, 2005)

Objectives

The main objective of the scheme is to assist the needy disabled persons in procuring durable, modern, standard aids & appliances that can promote their physical social and psychological Rehabilitation by reducing the effects of disabilities and enhance their economic potential.

Concessions

  1. AIDS & APPLIANCES
    1. OH (Tricycles, Wheel Chairs, Crutches etc.)
    2. HH (Hearing Aids, alarming devices, Tape recorders, CD Players etc.)
    3. VH (Braille equipment, Arithmetic, Tape Recorders, CD Players, Low Vision aids)
    4. MH (any suitable device as advised by the Rehab. Professional or treating physician)

    Note: Aid/appliances should not cost more than Rs.6,000. For Multiple disabled the limit is applied to individual items and where more than one aid is prescribed the ceiling shall apply separately.

    The aids & appliances supplied under the scheme must be ISI.

  2. SURGICAL CORRECTIONS
    • Rs.3,000 for OH
    • Rs.500 for HH
    • Rs.1,000 for VH

  3. TRAVEL EXPENSES

    Bus fare/second class sleeper by rail subject a limit of Rs.250 per beneficiary paid irrespective of no of visits to the centre. If certified by a doctor/Rehab. Professional about the need of accompanying by an escort/attendant, travel expenses subject to the same limit will also be paid to the escort /attendant.

  4. BOARDING AND LODGING EXPENSES

    For those patients whose total income is up to Rs.6,500 p.m., boarding and lodging expenses @ Rs.30 per day for a maximum duration of 15 days would be admissible.

  5. SCOPE

    Use of mass media, exhibitions, workshops etc. for exchange of information and promoting awareness and distribution and use of aids/appliances is covered under ADIP scheme.

  6. ELIGIBILITY
    • Indian citizen of any age
    • Should be certified by a registered medical practitioner that he/she is disabled and fit to use the prescribed aid/appliance
    • The monthly income of the beneficiary/parent/guardian/should not exceed Rs.10,000 per month
    • Should not have received assistance from any other agency (Goverment/local bodies/NGOs during the last three years for the same purpose). However for children below 12 years of age this limit is one year.
    • The full cost of aid/appliance if income is up to Rs.6,500 p.m. 50% of the cost of aid/appliance if income is Rs.6,501 to Rs.10,000 p.m.

    • Identification and selection of centres where no facility is available while conducting Outreach & Extension Service Programmes, e.g.: diagnostic & fitment camps & through inspection by officers wherever needed.
    • Signing of agreement after fulfilling the conditions and providing financial assistance for a period.
    • Preschool:

      Honorarium for one Teacher @ Rs.4000/– per month for 10 months per year for a period of 3 years for a Class of students with 8–10 hearing impaired Children of preferable age group 2–5 years

      Cost of Loop Induction @ Rs. 10,000/– & therapy materials @Rs.2000/–.

    • Service Centre:

      Cost of Audiometer @Rs.25,000/– & Honorarium of one Audiologist @ Rs.5,000/– Per month for a period of 3 years

    • Ear Mould Lab/Hearing aid repair Centre

      One time grant to set up Ear–mould Lab@ Rs.25,000/– and Hearing aid Repair centre with hearing aid repair kit.

    • Vocational Training Centre:

      One time grant @ Rs.60,000/– to set up vocational training centre.

    • Training in Fabrication of Earvmould:

      Financial Assistance towards hostel subsidy @ Rs.700/– per trainee per month for a period of six months

    • Early Intervention Programmes:

      Cost of purchase of materials for testing/therapy

Services Offered By NIHH And Number of Beneficiaries Served

NIHH provides comprehensive diagnostic, therapeutic, educational and vocational services to persons with hearing handicap. An inter–disciplinary team of audiologists, speech language pathologists, special educators, psychologists, social workers, ENT specialists, pediatricians and neurologists maintain a high standard of rehabilitation services like

The Institute provides information and documentation facilities and distributes public education material in the areas of prevention, early identification, early intervention, parent training, use of hearing aid, to name a few.

Hearing Assessment & Hearing Aid Fitting:

State of the art technology is used for assessment of hearing and hearing aid fitting. All age groups including infants are tested accurately for their hearing acuity. Miniature hearing aids placed inside the ear or behind–the–ear are also tested and fitted to the needy. The Institute also implements the Scheme of Assistance to Disabled Persons for Purchase/Fitting of Aids & Appliances (ADIP) of the Government of India, by way of providing hearing aids and custom made earmoulds free of cost to the deserving beneficiaries

During the year 2004–05, 21772 number of persons underwent audiological evaluations, 8760 hearing aids were fitted and 8361 earmoulds were prepared at its clinics and Outreach and Extension service camps.

Speech & Language Assessment & Therapy:

Facilities to assess the speech and linguistic proficiency of the speech and hearing handicapped have been developed and used. Computer assisted assessment and intervention facilities are available. Nevertheless, the packages focusing on home based intervention and parent training programme are also well developed and utilized. During the year 2004–05, the number of new cases registered for speech & language evaluation and for speech therapy sessions were 5835 & 24747 respectively.

Psychological Assessment & Therapy:

Diagnostic services like developmental assessment, intelligence testing, personality assessment, neuro–psychological testing and human resource assessment are provided. The psycho–therapeutic services include a variety of psycho–therapies, guidance and counselling and psycho–educational intervention. During the year 2004–05, 4186 new cases were registered for psychological evaluation and guidance and counselling.

Educational Guidance:

The Institute and its Regional Centres at Kolkata, New Delhi, Secunderabad and Bhubaneshwar provided guidance on various aspects of education to 1759 parents of children with Hearing Impairment.

Early Intervention:

Parent Infant Programme

The Parent Infant Programme trains parents of children with hearing impairment under 3 years of age. The intervention is aimed to achieve integration and inclusive education by optimizing the use of residual hearing which in turn fosters development of speech & language. In addition to the cases attending PIP since last year, 464 new cases below 3 years of age were enrolled during the year 2004-05. The total number of sessions of one hour duration for the different types of intervention programme was 2155 sessions.

For long term programme, Individualized Instruction Programmes (IIPs) were designed for every child with task analysed goals directed towards the caregivers and the child. And short term progamme was aimed at developing skills in the parents who do not have regular access to rehabilitation centers to train their children at home.

Pre–School Programme

The pre–school programme trains children in 3–6 years age range. Under this programme 22 children at AYJNIHH, Mumbai, 14 children at Southern Regional Centre, Secunderabad, 15 children at NRC, New Delhi and 13 children at TCTD, Bhubaneswar were admitted during the year 2004–05.

Outreach and Extension Service

The main objectives of the Institute’s Outreach and Extension Services have been to cater to the welfare and rehabilitation of persons with speech and hearing impairment in far flung areas, providing and/or initiating rehabilitative services, creating awareness in the community on prevention and early identification, bringing about attitudinal changes towards persons with hearing impairment and by strengthening the existing institutions. Diagnostic camps were held in 128 different places across the country benefiting 8911 cases. Over 4031 hearing aids were distributed to the needy during the year 2004–05.

Disability Certificates:

The Institute issues disability certificates to the hearing impaired. Disability Certificates are issued to eligible persons with hearing impairment after careful and thorough investigation by the trained audiologists. During the year 2004–05, the Institute had issued 2432 Disability Certificates.

Socio–Economic Rehabilitation Services:

Persons with hearing impairment are offered services by the Institute’s Socio–Economic Rehabilitation Department and Regional Centres by assessing the employability, providing vocational counseling and giving career guidance and placement services.

Institute, also undertakes agro–based vocational training in collaboration with voluntary organizations. Training is imparted to Vocational Counselors, Placement Officers, Personnel Officers, Rehabilitation Officers and Social Workers who in turn create awareness. Training modules have been developed to enable rehabilitation through NGOs/GOs.

During the year 2004–05 Vocational Counseling and Guidance were given to 2189 persons; 618 were referred out for Vocational Training; 357 for employment; 149 for Special Employment Exchange and 202 for Self-Employment; 1945 were issued Railway Concession Certificates; 156 Medical Certificates for Second Language Exemption.
