Assam

(Government of Assam has constituted the “Assam State Council for Handicapped Welfare” to act as an Advisory Body to the State Government)

  1. Concerned Officer: The Director Social Welfare Department Government of Assam, Dispur
    1. Reservation in Government job: In Gr. ‘C’ and ‘D’ posts under the Government reservations are provided in direct recruitment for physically handicapped persons as indicated below:

      Orthopaedically handicapped 1%
      Hearing handicapped 1%
    2. Educational Institutions: 3% seats are reserved for Physically Handicapped students in MBBS. Course.
  2. Scholarship/Stipend: The state Government awards scholarship to disabled persons from Class I to Class VIII. For details contact: Director, Social Welfare Department and “Key Reference at Appendix ‘ A’”.
  3. Disability Pension: Disabled person whose age is 65 years and above for male and 60 years and above for female Rs.100/– p.m. as disability pension.
  4. Unemployment allowances: Disabled persons who are registered in employment exchange, get Rs.50/– p.m. as unemployment allowance.
  5. Assistance for self employment: The Handicapped persons get assistance for self employment. For details please refer list (Appendix–A)
  6. Other Concessions/Facilities: 5% reservation in allotment of fair price shops. Reservation of 3% beneficiaries under IRDP Scheme.

Manipur

  1. Concerned Officer: The Director Social Welfare Department, Govt. of Manipur Secretariat Building Imphal– 795 001
  2. Reservation in Government job: In Gr. ‘C’ and ‘D’ posts under the Government reservation are provided in direct recruitment for physically handicapped persons as indicated below:

  3. Age relaxation: The upper age limit is relaxed by 10 years for handicapped persons for applying in Government jobs.
  4. Scholarship/Stipend: Mentally Retarded children studying in Bohal Institute of Mentally Retarded get Rs.300/– p.a. For other details pl. contact director, Social Welfare Department.
  5. Bus concession: Free bus travel facility is available for the disabled persons.
  6. Assistance for self employment: SC/ST disabled persons get financial assistance for self employment. There is no specific quota for disabled. Disabled persons get 50% subsidy on bank loan. For details please refer the list (Appendix–A)

Meghalaya

  1. Concerned Officer: Dir. of Social Welfare Government of Meghalaya Lowerlachumeri Shillong – 793 001
  2. Reservation in Government job: No provision
  3. Scholarship/Stipend: The State Government awards scholarship to those handicapped students whose family income is less than Rs.6000/–p.a at the following rate.

    Day Scholars Hosteller
    Pre–Primary standard upto class III Rs.25/–p.m Rs.45/–p.m
    Class IV to Class VIII Rs.30/–p.m Rs.55/–p.m
    Pre HSLC/Tech. Course Rs.35/–p.m Rs.60/–p.m
    Post HSLC/Tech Course Rs.40/– p.m Rs.70/–p.m
    Other than those Rs.30/–p.m Rs.55/–p.m

    Other allowances: In case of severely disabled persons, who require special arrangement for transport, an additional monthly allowance of Rs.50/– or actual expenditure which ever is less may be sanctioned. Each case will be examined on its own merit on the recommendations of the Head of the Institute. In case of VH Readers Allowance shall be paid.

  4. Disability Pension: Under old age pension scheme for disabled persons, men above 65 years and women above 60 years get Rs.100/–p.m
  5. Assistance for self employment: Vocational training in various trades are provided for self employment. Trainer get Rs.200/–p.m during training. Disabled persons also get Rs.3000/– to start self employment.
  6. Awards/Sports/Seminars: State and District awards are given to the Organisation/individual working for the handicapped persons. World Disabled Day is also celebrated in the State. Sports seminars are also being organized.
  7. Assistance for purchase of aids and appliances: Prosthetic aids are given to physically handicapped persons who is less than 50 years of age, and whose parent's income is less than Rs.10,000/– per annum. Full grant is given subject to the maximum of Rs.2500/– per individual.
