Invitation of Expression of Interest for Empanelment as Training Partners for Skill Training Programme

As you are aware, Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice & Empowerment, collaboration with Ministry of Skill Development & Entrepreneurship has launched a National Action Plan for skill training of PwDs on 21.03.2015 at Vigyan Bhavan, New Delhi.

The proposed National Action Plan (NAP) aims to provide quality skill training with high employability & extensive urban & rural coverage. It will involve synergistic participation for all the stakeholders, like various Ministries of Central Government, State Governments, Private Sectors & Public Sector units & experts working in the field of skill training & those associated with PwDs. The Plan envisages use of Information Technology for content generation, training delivery, monitoring of training & employer connect. The Plan having an ambitious target of providing skill training to 2.5 million PwDs in next 7 years also envisages ensuring optimal use of CSR funds of private sector & public sector units.

For implementing the NAP, comprehensive guidelines have been prepared by the Department, which involve a two stage process. In the first stage, the Department is seeking Expression of Interest from training providers, having experience & expertise in providing training to PwDs for getting empanelled with DEPwD as training partners. A high powered Committee would select organizations / institutions / NGOs, as training partners based on their training capacity, infrastructure, past record of quality training & employment. In the second stage, the empanelled training partners would submit specific proposals for skill training of PwDs to seek financial assistance from the Department. Scheme for providing Employment to PWDs in the Private Sector - Incentives to the Employers

Salient Features of the Scheme -

  1. Total Outlay: Rs.1800 crore for the 11th Five Year Plan
  2. Sector covered: Private Sector
  3. Jobs to be created: 1 lakh per annum
  4. Salary limit: Employees with disabilities, with monthly wage up to Rs.25000/- per month are covered

Incentives :

  1. Payment by Government of the employer's contribution to the Employees Provident Fund and Employees State Insurance for the first three years.
  2. The administrative charges of 1.1% of the wages of the employees covered under the Employees Provident Fund & Miscellaneous Provisions (EPF&MP) Act will continue to be paid by the employer.

Conditions :

A) The scheme will be applicable to the employees with disabilities:-

  1. Covered under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 and the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999.
  2. In the private sector all over India on enrolment of the employees in Employees Provident Fund (EPF) and the Employees State Insurance (ESI), under the Employees Provident Fund and Miscellaneous Provisions Act, 1952 and Employees State Insurance Act, 1948 respectively. In the State of Jammu and Kashmir, the employees would be registered in EPF under the J&K Employee Provident Fund and Miscellaneous Provision Act, 1961.
  3. Appointed on or after 1.4.2008.

B) The employers would submit a copy of the disability certificate, issued to the disabled employee by the Competent Authority under the Persons with Disabilities Act, 1995 and the Persons with Disabilities Rules, 1996, first time when such benefit under EPF and ESI is claimed.

C) The Government will directly provide employer's contribution for the schemes covered under the Employees Provident Fund & Miscellaneous Provisions Act, 1952 and the Employees State Insurance Act, 1948.

D) This will be done in respect of employees for a maximum period of three years. The administrative charges of 1.1% of the wages of the employees covered under the EPF Act will continue to be paid by the respect employers.
